Dear Members of the USM Community:
After two years of research, collaboration and public dialogue facilitated by the USM Tobacco Task Force, I am pleased to announce the approval of a greatly strengthened tobacco policy for the USM community. The intent of this policy is to respect the rights of smokers and non-smokers while reducing exposure to second-hand smoke, providing an environment that supports a tobacco-free lifestyle, reducing the risk of accidental fire, and reducing the environmental impact of cigarette litter.
Recognizing that the new policy will have an immediate effect on individuals who smoke, the implementation plan includes the following three phases:
(1) All indoor space, including residence halls, are smoke-free, effective September 1, 2002. In addition, I am asking all members of the community to respect a 50-foot smoke-free perimeter for all entrances to buildings during the 2002-2003 academic year while outdoor smoking areas are being identified.
(2) Beginning now, every available means will be utilized to communicate positive messages on the benefits of a tobacco-free life, on the dangers of second-hand smoke, and on the resources available on and off campus to help people become free from tobacco.
(3) Over the next year, outdoor smoking areas will be identified and posted. These designated areas will be the only areas where smoking will be allowed on campus, effective September 2003.

Smoking cessation services and information are available for students at University Health Services and University Counseling Services.
